Why this page has no score
Every other review on this site has followed the same routine: open an account in the market where the casino operates, read the terms and conditions and take photographs of the casino lobby and cashier. LeoVegas does not allow this routine and does not accept connections, registrations or deposits from the parts of Canada where our readers live.
There is no star rating on this page - by pretending to test a product that we cannot possibly reach, a star rating would mislead visitors. Instead, this page features the refusal screen, the licence for the site, the product that is advertised to the public by Ontario's site, and links to the eight casinos that we have tested end to end.
The LeoVegas Refusal Screen, Verbatim
On August 5, 2026, we accessed leovegas.com/en-ca from a location in Calgary, Alberta. We performed this test again the following day, taking the screenshots on this page during each visit. Both times, on desktop and on a phone, the site served the same three sentences:
"Access Restricted. Unfortunately, our services are not available in your area. If you believe you are in a permitted region, you can verify your location to gain access."
There was no country selector on the page. No casino or game previews were available. The only interactivity on the site was a "Verify my location" button that was targeted towards visitors who were within one of the permitted regions. Alberta is not one of those regions, nor is any part of Canada beyond a single province.
This is the page most Canadian toplists link to. A reader in Calgary, Vancouver, Winnipeg or Halifax who clicks a "play at LeoVegas" button lands exactly here. The recommendation ends on a wall.
The Toplist Problem: a One-Province Casino Sold to Ten
When we surveyed the pages ranking the "best jackpot casinos Canada" before building this site, LeoVegas was the fourth most recommended name. The praise is not invented. For the markets in which it operates, LeoVegas is a heavyweight. Founded in Sweden in 2012 and focused on mobile gaming, LeoVegas is now a wholly owned subsidiary of MGM Resorts International, which acquired it in 2022, by its own description.
The problem is the word Canada. The lists of the best jackpot casinos to play at from across the globe include LeoVegas as an option for Canadians. However, LeoVegas' licence to operate in Canada covers only Ontario. Most of the country's Canadians live outside of Ontario. Therefore, every Canadian who follows the link from a top10 list will encounter the screen above.
There's a fair version of the recommendation, and it's in one sentence: if you're in Ontario, then the casino is worth a look because it's owned by MGM and regulated; if you're anywhere else in Canada, then no. The toplists ignore the sentence. This page is the correction.
Licensed for Ontario, in LeoVegas's Own Words
The Ontario site at leovegas.com/en-ca-on renders from anywhere in the world, and the footer contains the explanation. The site says the following:
"Tigergen Limited is a registered agent of iGaming Ontario and is licensed and regulated by the Alcohol and Gaming Commission of Ontario under license OPIG1337312, having its registered address at Level 7 The Plaza Business Centre, Triq Bisazza, Sliema SLM1640. This website is for the use of adults 19 years of age or older in the Province of Ontario, Canada."
This last sentence is the whole story. Ontario opened Canada's first regulated online casino market on April 4, 2022. All companies that have joined this market have licences for only this province. This is confirmed by the regulator's directory of sites regulated for play in Ontario, which features LeoVegas and a "Play LeoVegas" button.
One detail from the Alberta session: the signup form for the Ontario site showed up for us - first step, enter email and password. The border is drawn beyond this signup form, into the licence, into the verification process, and at the flagship site that refused our connection altogether. A shop window from Calgary does not provide seating at the table.
The LeoVegas Ontario Welcome Offer
For the readers that the casino does serve, the advertised casino welcome package on August 6, 2026 was up to $1,500 in cash and 100 bonus spins. The fine print under the advertisement states: "Opt in and deposit $20+ within 7 days. 30 days to wager after deposit. Awards $20 to $1,500 cash + 100 Spins. Wagering requirement: 15x."
The number that jumps out at you immediately is the 15x. Every wagering requirement we have verified in the rest-of-Canada market is heavier than 15x, most of them several times heavier:

The caveat to this is that 15x is what is stated in the banner, and the banner is all we can read. The footer's link to the bonus terms returns a 404 error on our browser, and the full document sits behind a wall we cannot cross. We can only quote the advertisement as an advertisement. Players from Ontario should read the complete terms on their side of the fence before they choose to deposit their money.
LeoJackpot: the Jackpot Most of Canada Can Watch, Ontario Can Play
As this is a jackpot website, the lion's own jackpot deserves its own section. The website features a progressive jackpot by the name of LeoJackpot. This is the in-house progressive of LeoVegas, it headlines the Ontario lobby with four prize tiers, and it showed the following figures as of August 6, 2026:

Usually to verify the deposit floors of a casino we simply type amounts into the live cashier. Here, however, we are forced to rely upon information published in the site's FAQ section, and it publishes more than most:

Our Verdict on LeoVegas Canada
LeoVegas is a respectable casino with a respectable licence, and for the minority of Canadians who call Ontario home, it offers the lightest advertised wagering figure that we have seen from any casino in this market. Nothing on this page argues otherwise.
For the remainder of Canada, however, the storefront serves as a shop window. The flagship site rejects most of Canada with a refusal screen, the Ontario site makes it clear that it is licensed for that one province, and no toplist disclaimer changes what the licence says. There are no ratings here for casinos that cannot be entered, and no link to a wall.

Why does LeoVegas say "Access Restricted"?
Because its licence for Canada only covers one province. LeoVegas is licensed by the AGCO and contracted by iGaming Ontario, which permits it to serve Ontario and rejects all others. The screen's "Verify my location" button is for those the site has incorrectly placed outside a permitted region.
Is LeoVegas legal in Ontario?
